#2 New iPhone creates a new hotspot password. New PC had connected earlier with an old iPhone and old password. Changing the new password back to the old password worked. But I did want a new password, so: Used Manage Wireless Networks and deleted iPhone, then I was able to connect using WiFi and enter the new password.

Here are the settings for an iPhone Personal Hotspot connection: - The profile name and SSID should match what appears on the iPhone's personal hotspot screen. There's no reason why it shouldn't connect, I can connect to a VPN on my laptop via EE 4G. I've seen similar issues in the past that were caused by the VPN provider using an outdated version of Open VPN that wasn't compatible with IPv6 networks.
