This means that only a single, unique IP address is required to represent an entire group of computers. But the shortage of IP addresses is only one reason to use NAT. TCP's SYN may go one way, and data segments the other - that can't work. Like JFL has pointed out, it could only work with synchronized NAT tables across RTR1&2. As Jesse has suggested, moving NAT to the PA solves this issue, ideally with public IP routing between PA and RTRx (you could also use private IP links w/o NAT).

When I disable the outbound rule, the internet is working. OWA is not accessible from outside, during the enable and disable process of this rule owa is working but very short period of time as the changes propagated it stop.
